When can FlexHours events occur, and how often?

FlexHours events can be scheduled between May 1 and October 31 and generally occur on non-holiday weekdays. FlexHours typically take place anytime between 1 pm and 10 pm and can last for a maximum of four hours. FlexHours will not be scheduled on holidays, except in the event of a system emergency.
